The same question was asked on the RB board where I found the link, here is the reply.





I did notice the date. I thought the same thing at first. However, if you go to home page of the site there is a listing for archived articles. If you go to Sept 2001, the date at the bottom below the article, it isn't there. If you go to April 2004 archive, the article shows up. So I'm assuming it's new. Plus I never saw the article before. That's really all I have to go on and it seems to make sense. I wouldn't have posted it if I found it under the archives 9/2001.
