plumear - I tend to agree that it is not a viable option in the standards that we're talking about.

Q used the "threat" of a time frame for spin off and the need for the licensee to then go to 2 companies for IP licensing, resulting in a higher overall rate to the licensee as a lever in '01....and brought about everyone left out there to the table for 3G....they then decided not to spin off.
