If there's a fence and the area behind the fence is well lit, there's no knowing whether there's people behind the fence and the assumption that there's people because there's light might be a deterrent to crossing over the fence. The lights would also allow border control to see the people climbing over the fence from long distances away. This would allow less guards to cover much more area. In order to patrol an area, I would think the area should be well lit to aid in the partol
To me, lighting an area is a good way to deter crimes of any kind. Lighting the border would seem to be a good way to deter people from illegally crossing it. It's humane and cost efficient.
