I use the REG SHO as one particular tool just like I use charts, low float stocks, and insider buying to determine buy signals as well. Nothing is fullproof for me, but I have done well using the REG SHO tool as a trader. REG SHO is the best tool that we have for recognizing short selling until the SEC gives us something better to use. REG SHO does not work if a company is diluting the heck out of their stock so that is an example where it does not work. I try to use different methods of analyzing which is why we try to make our board diverse in specific plays.
