"They claim that mining equipment is being crated in Thailand for shipment to the site. Would they be allowed to set up equipment w/o permits." (Should have a question mark ?)

What permit(s) would be needed to set up mining equipment? Would that be state, local, mining or open mining? All of the above? Some of the above? Other? How about a beginners permit?

What if the lease is private property, can they dig a hole without a permit? How about a big hole? How about a really big hole? Can they use a shovel as long as there isn't a motor attached to it? What happens if they're digging this really big hole and they find gold, do they have to re-bury the gold or do they get busted? What happens if while they're digging this really big hole, oil starts shooting up into the sky, are they in deep doo doo? This is so confusing...and illogical.
