I have been tracking the outstanding shares on this site

It has been holding steady at 170,770,000 since long before they announced the stock buy back. Are they waiting for cheaper shares? I think this company is walking on thin ice with their press releases. If you announce a stock buy back, then publish another PR telling us you are about to commence the buy back, shouldn't you buy some shares back?
