One problem that would need to be overcome - MS are anonymous even to each other. Although I haven't looked too closely at the implementation of the generic Admin queue, I had the impression that it required a fair degree of cooperation not to step on each others toes. To preserver anonymity, "locked by XXX" messages would have to be rethought.
