It isn't uncommon for a business to distribute shares over a period of time (to avoid a huge sell-off). Of course, as a shareholder, I would like to have all of my QTIG shares now too!!

I don't think it is any type of scam/scheme as you put it. Only a business decision to reward shareholders, but yet incent them to stay invested too.
