The U.S. Navy INVITED GlobeTel to engage in an experiment that involves a significantly broader range of transmission than would have been involved in TW 2008. I wonder why?

"The LOE seeks to demonstrate a 10 kg. (22 lbs.) telecommunications package aboard the SAS-51 at altitudes of up to 2,000 ft. that would have a range of transmission of up to 100 miles. The Company intends to power the communications package utilizing a modest power supply of less than 100 watts. The prior experiment that was envisioned for TW08 would have limited the maximum range of transmission to six miles.
