I think that the question can also be expressed as "What are they trying to get the "herd" to do at this time?" Suggestions of a short squeeze coming might stimulate the "herd" to begin buying at the current prices which should cause the price to rise moderately in the short term. This would permit the shorts to sell, once again, into the firmer prices.

Of course, this short-term exercise would have to be completed before the "real" short squeeze happens when a major license is announced.
