If you couple this last statement by the SEC:

"In other words, but for Monterosso’s conduct, none of the violations of the Securities Act or Exchange Act alleged would have occurred."

. . . with Joe's clear statement in his response to the charges that the SEC had been looking for over a year to find evidence of the involvement of GlobeTel executives, but had found none (paraphrased), it sure looks like GlobeTel has been cleared, IMO.
