The error the DTC made was in not vetting Pamela Thompson as a transfer agent before they ok'd the PINO shares for trading.

they cleared shares for thompson without complying with the "LAW" doing proper due dilligence in assuring that she is a licensed T.A or when acting on behalf of the company, a corporate resoloution designating her as "Internal T.A" with corporate seal.
