The 15 shareholders may have had a standing agreement with E-Trade for them to file on the one year anniversary. And when E-Trade filed, perhaps they weren't aware that the restriction had been extended for another year. It could have been an honest mistake. I don't believe anyone thinks the shareholders were "snookered" into filing by E-Trade.
There's many theories about what caused the mistake. Maybe we will never know.
