I don't think that Nok will be able to get a split the baby decision from the ARB panel.

Well sir's since Ericy only makes Infrastructure at this time then all we should pay is 6 million a year thru 2006 for TDMA/GSM/GPRS based infra installs. As far as handsets we at Nok do not feel that S/E is the trigger for handset IPR. So we will take the infrstructure rate and leave the handsets for a future licensee to trigger our payment.

The above scenario I don't think has any chance of happening. If you take the infra trigger then you take the handset trigger as well.
