You haven't proven beyond a reasonable doubt whether this company is "diluting" shares, nor have you proven whether this is a scam or not. Until an official statement has been released associating WRII with these claims, it can't be proven, regardless of whether you like WRII or not. But rather than bitching about WRII, I think it would be more worth your while to send a tip to the SEC. They'll investigate and then we'll know.
Dilution is when management compensates an employee with shares of company stock. These sales have to be filed with the SEC. Dilution is NOT the selling of shares by the MM.
