Only need one question answered. How do you keep someone from spamming the reports section in a effort to dominate? regardless of positive or negative? Also, the only constant in the universe is change, so there would have to be a means of updating a report to reflect the current situation.

My solution would be one report per user per ticker. Unlimted editing capability(time frame) but editing would not move report to the top of the list.
