JR strange as it is actually you can find stocks on ihub which have had more than one board, due to people creating new ones with simply a name change. I found this when a new board for one of my stocks was being created. The other board was not active for months though.
imo The symbol is the important part, you should not have two boards with the same symbol although even that exists. As Jr indicates you just do a name modification.
From an ihub policy standpoint I am sure they would prefer exactly as you stated, but from a reality standpoint as you check some stocks you find the policy violated and Ihub creating a new board for a request. Weird stuff, but at least it has not cost anyone their shirt yet. lol
