Jim explained it I thought pretty well. What I gathered is that since nothing has been filed since 97 (I think) he is just filing the necessary paperwork to dissolve him formely of that obligation. It could mean any number of things I suppose, that he is cleaning up the shell or that he is trying to make sure that the SEC has no obvious reasons to give him a hard time after the rather unusual events of the last few days that may have attracted their attention.
