Investigating GTEM.

"WHY HASN'T THE SEC HALTED TRADING AND SHUT THEM DOWN??"
The SEC does not automatically "shut down" violators. There are fines and penalties as well.
Investigation first.
Would a judge sentence a suspected criminal before the trial is over?
