JD - my answer is that I feel pretty silly for not having better anticipated that Cortex would likely be raising money soon.

I actually had given it a lot of consideration, but I had thought the company would wait until after the IND was accepted.

In hindsite, I should have looked at it from Cortex's perspective, and realized the company would want to minimize risk and finance ahead of that decision.

The best way I know of to try and anticipate financings is to know a company's cash situation and burn rate, estimate whether the burn rate is likely to increase or decrease soon, and know the company's historical tendencies toward financing.
