I was not trying to get anything. You and I have never discussed it.
It was just how I read it... as presented.
Product can not be bought for a project if it is not approved for procurement right down to the toilet paper. I believe the requirement for toilet paper to be 30% recycled with 10% post consumer waste, which is a scary thought if you think about things like that. You can at least relish in the fact that they most probably wipe with 10% of what you already used.
Btw, for toilet paper, there is not just one sole source.
I have no clue as to what they "could", "would" or "should" specify. My only point is that it was not for a bid, it was the result.
