Did you completely ignore the last 20 posts on this subject along with the links that were provided for reference?

The bottom line as I understand it is that the NAZ and the SEC determine the effective dates. The rules have been quoted and footnoted. The examples have been quoted and footnoted.

That is good enough proof for me. If it isn't good enough for you, then you will simply have to live with being wrong.
