bellatalia, you should get your account set up as a margin account.
You don't have to trade on margin...it just allows you instant access to your funds.
When I sell shares I can immediately use those funds to buy again.
Penny stocks are not marginal so you can't buy them on margin.
I would not buy anything on margin, the risks are too great, but the advantages of having the margin account are too good not to.
