Maybe they all went into the name of Hector Aleman. He is listed as a VP of Panamersa and like in the real estate development murder article, he keeps showing up as tied to crooks in Panamanian publications.

You know, it is hard to believe that the Christian group of people who are pumping the scam continue to support it in light of the information coming forth.

Formal Complaint Filed in Prisoner Food Scandal

The president of the Support for the Prisoner Foundation, Javier Justiniani, filed a formal complaint with the Public Ministry denouncing irregularities in the way the Administrative Division of the Ministry of Government and Justice awards concessions for kiosks and contracts for feeding prisoners. According to Justiniani, his organization has detected irregularities in the jails in La Chorrera, Natá, Aguadulce, Penonomé, Santiago, Changuinola, and others. The new director of the Penitentiary System, Carlos Landero, has said he will not tolerate corruption and that he will investigate. (Editor's Comment: This is the kiosko and food in the prisons thing again. This goes back to late last year when Winston Spadafora upheld his own decision to grant a buddy-boy contract for the kiosks, then hector aleman fired back, worked around Spadafora, the PRD took over the Supreme Court, shutting up Spadafora in the process, and then started letting buddy-boy contracts of their own. These guys are basically fighting over who gets to rip off the prisoners the hardest, and the awarding of prison food contracts to close friends and allies of hector aleman will eventually be his undoing, and will probably be the basis for the first big black-eye to strike the Torrijos administration.)

Comments Continued: Javier Justiniani is a political operative for the Cambio Democratico (CD) party, and they smell blood in the water with this prison food scandal. "La Fula" in Chorrera has filed her own complaint after hector aleman took the contract to feed prisoners away from her and gave it to a close associate. Justiniani followed up with the rest of the local jails, and found that the exact same thing had happened in other places with other contractors. This complaint will force the MP and prosecutors to start taking official statements from the people who administer this system, and very quickly someone is going to sing like Madonna in heat.

Here's how this works. A contract to feed prisoners is given to one of hector aleman's friends for about $1.80 per head per day. This contract is awarded to the aleman buddy even though there are other people bidding less, about $1.50 per day. Then, the person who is running the front operation that won the contract turns around and sub-contracts for about half price, or $.90 cents per day per prisoner. The front company pockets the difference for doing nothing, kicks back to all the right people, and the prisoners get screwed in the process. The guys in jail end up basically eating dog food.

If $.90 cents per day does not sound like much, do the math. That's $.90 cents per day, times 365 days per year, times the 11,000+ prisoners currently locked up throughout the country, which comes to more than $3.6 million dollars in 2006 alone. That's $3.6 million being siphoned away from the prisoners, and $3.6 million being spent to feed them. The way this thing is set up, half of the money the government of Panama is spending to feed prisoners is actually going to food, and the other half is getting spread around to people who have no business making anything at all on this deal.

No one talked to Carlos Landero before he made his "zero corruption" comments. I challenge the new director of the Penitentiary System, Carlos Landero, to extend one of the existing contracts to include the public workers at the Ministry of Government and Justice building. Make them stay at their desks for lunch eat the exact same food that is being served to the prisoners that day in La Joya, La Chorrera, Natá, Aguadulce, Penonomé, Santiago, and Changuinola. Or maybe Justiniani can organize a "media lunch buffet" of food taken from the hands of prisoners.

In case you have not noticed, anyone who takes advantage of someone in a vulnerable position really ticks me off. Someone in public office who profits from the misery of a prison inmate in La Joya should spend the rest of his life in there with them, thinking about how bad he screwed up.

My advice to the Panamanian Government - Fix this crap. Hound one of your own for a change. "Zero Corruption" eh? There are only two options. Option #1 is to let him swing when it all comes out. Option #2 is to stall, deny, cover, protect, and spin, known as the "Moscoso Doctrine." What will Martin do when the time comes? What about the Ana & Graciela anti-corruption road show? Or maybe hector aleman was moved out of the Ministry of Government and Justice in order to distance him from this scandal? Now that hes the point-man for the girl," especially since Landero is singing the "zero corruption" Martin party-line. if I wonder if she's figured that out yet (or maybe she agreed to take one for the team...)
