Jig- I also use Scottrade and own VLNT-
When I tried to initially place an order, back in February, I had to first call the local branch. The original order I placed over the phone did not fill but the next day I was able to execute an online trade through Scott. I was worried that maybe I couldn't sell based on your situation so just now I tried an open order and this is what I got:

"Stock Order Confirmation

Limit Order Placed

Thank you! Your order to Sell 200000 Shares of VLNT (VIDEOLAN TECHNOLOGIES INC) at Limit Price of $0.002 has been submitted. Duration of order is Good until Cancelled."

Don't know if this helps or is meaningful to you but it looks like my account is letting me trade VLNT no prob.
