seagate would 'sell' the secure partition(s) to any interested party (content source/owner). Wave would not necessarily be a part of that process. However, Wave could 'buy' or 'rent' a partition from Seagate, and then sell what Wave stores on it to others, for appropriate consideration just like any other content owner.
