1) The EPA considers Biodiesel an additive

2) The EPA doesn't have to test , the mfg. just registers with them after certification .

3) The profits for most Biodiesel mfgs. are in the credits .

4) The credits come from the IRS . Takes the most time .

5) The fuel can be sold after certification ,registering with EPA and permiting, without credits from IRS .
