Well, for one thing, they had nothing with which to pay management, so they had to name a couple of borrowed executives from other Novak Capital companies to fill the slots.

As far as we know, they (the principals and hangers-on at the company) were not just sitting on the stock, they were selling it, using the "management change" and a few other pretty meaningless events to pop the price while doing so. Most pops in penny stock share prices initiated by fluff press releases are created with a purpose. When the purpose is fulfilled, the press releases stop (as they have here) and the share price subsides to a more realistic level (as it has here).
