Effective Control Transport Inc. (fka EFFC)

I bring into question as how does the company have so many other units already in the feild if this is their fisrt big order of units coming in from the supplier?
In any development of a product their is a Verification build (small quanity to prove out manufacturing)then a Pilot Build to prove out ordering process's . Where did the units already in the feild come from? Anyone have information on this?
