The plant and the process have to be certified after that JR can register the fuel with the EPA . However to get OD66 the different fuels have to go to certified blender . There is a paper trail that goes with every load . This is the way that the EPA explained it to me . Also the EPA doesn't have to certify they just register it . I hope this helps .
