nerd..it's about public safety. People who are responsible for it should be tested to demonstrate some minimum standard of competency.

Vern said that he was an FAA inspector. He must have demonstrated his competency in some formalized manner.

With design of the strat he would have applied his creative ideas while bringing in the correct engineering specialists to certify compliance with standards. Testing would then have been coordinated with the FAA and other agencies having jurisdiction.

It depends on the job and responsibilities one is seeking. Obviously there are highly intelligent, creative people who never took an engineering exam. Their challenge is to achieve their goals. If they are that smart, they'll find a way. Doing so likely will in some way involve a licensed engineer; if it also involves public safety.
