As far as sending fuel to DOE for testing I'm not sure they didn't mean EERE:

scroll down to the Q&A and see if this group could comply. 9 out of 10 times initial testing results are received from "authorized" labs, a small number thru out the country. I don't believe Ruston, LA is on the list, but will check. Remember use common sense instead of relying on the uninformed. LOL
