Scrooge, first you could eliminate your ISP as the problem [or confirm it] by connecting through another PC from the same phone line.

Eliminate IE by using another browser, even if you have to download one.
Modems are cheap, so substituting a new one is easy.

You could post a few links to sites that don't work for you.
