There is no mention or either PAIM or PAIMP being grandfathered.

You missed this part

Regulation SHO, which took effect in 2005, imposed stricter requirements on locating and delivering shares that are sold short but excluded some previous short positions through a "grandfather" clause.

Again that means previous to 2005.

It's called "jumping on the bandwagon". Basically it's a false and misleading PR issued by PAIM and Bosaw. It should be reported to the SEC.
