Penny stocks generally get an extra kick of enthusiasm, while the big caps are subject to a lot more scrutiny.

I could see PAVC tolerating a P/S of 3 to 4....they could have a P/S of 6 or more if they keep up with the PRs and make progress on their business plans.

Good stocks are obvious. Extensive DD is how you convince yourself to buy a bad one.
