I think it has two effects.
1) It improves the properties of the primary mixture, allowing it to be used in cold weather, raises the Cetane rating, etc.
2) It allows a higher percentage of ethanol to be mixed in with the petroleum diesel, thereby reducing the amount of oil we're using.

That's worth paying a little extra for.
