It depends on the decision and the level of enforcement. If they do away with the granfather rule then all shares would have to be accounted for and or covered. Right now on many penny stocks naked shorts are hiding behind this granfather clause.
If they had to cover 2 billion shares that are showing naked shorted in GLBT (from buyins.net) the stock would start flying imo.
