These are all the SEMATECH members which received the results of a very successful large scale joint research effort in January this year.

An analogy to shed light on how one can interpret this.

Whenever competitors become a group, you can bet the motivation is to grow the groups metaphorical "pie", not to unwittingly benefit a single member. This is to everyones advantage. After that, who gets what piece of the pie and how much is up to each individual competitor. It looks like Intel is the first to cut a slice from that pie. Being first, Intel can potentially grab a very nice "big" slice. What is left over is for others to fight over. This is my take on it.
