I believe the flaw, or should I say risk, in your reasoning is to assume that new management is substantially different than old management. They have presented a style that appears intended to contrast with the previous management style, but frankly that could be all style and no substance.

I do not see substantial follow up with the respect to proving the Pachuca network exists. Just more words and intentions from Globetel. They may be different, but then again they may not. Do you feel lucky? I don't.
