I have been arguing your point for years to no avail. I have no problem with a "fair" salary and compensation package, but perhaps my "older school" line of thinking is not what younger folks today seem to think. I, like you just pointed out, always believed bonuses were a reward for accompliching goals and objectives, for performance BEYOND what is/was expected.

I do not, however, begrudge the CEO a reasonable salary comensurate with what he is doing. That being said, perhaps the base salary compensation should be looked at and adjusted if deemed appropriate and reduce this bonus structure, which when it is guaranteed, is really just part of the overall yearly compenasation.

No, you are not alone and I think you are correct.
