Thats like instead of fighting a parking ticket you receive in the mail, because you don't own a car, you pay it anyway to help fight corruption at city hall. Makes no sense.

Maybe so but rather than submitting to the judge the proof you dont own the car at great expense you are sueing the city for defamation of character and damages and demanding a jury to listen to you wine about it. It does nothing to the person who did illegally park and makes just as little sense.
