It is strange indeed that TC seems like such a hard sell. Not knowing tech, I have believed that maybe enterprise has been waiting for some missing link, like FDE or whatever. Maybe STX/Dell/Wave, et.al. could exploit this Chicago problem & my suggestion would be to approach that districts' Faculty Association.....not the school board or administration. I did serve terms as a public school board member in Calif. & have some experience in that environment.
An asst superintendant might totally ignore TC input from citizens but faculties are highly organized, militant, meet often & discuss their issues. Believe me, school administrators pay attn to them. It is very likely that the teachers involved in this theft probably are unaware of TPM security or their options in district liability.
All this is IMO, but I believe the correct button to "push" & that would cause serious action should start at the faculty level & could even snow-ball across other school districts.
