So the reality is:

1. He did not know that the Strat1 was without it cover and without the gas containment system installed when he wrote the PR that it will be teathered in several weeks

2 He thought that the only reason the strat was delayed was to faulty solar cells in July 06. When in fact the S2 was floated outside for the first time without any solar array five months later.
