You need an HVAC person. Heating ventilation and air conditioning. They will be able to figure out the electrical part as well.

It sounds like you're having problems with either the fan or the condenser unit.

How old is it?

If you're worried about getting ripped off look in the yellow pages for a Trane dealer who does repairs.
