in addition to your fine points there are many companies that do not want their stock to go up or that they want to dilute so there is situations that bring to mind you need to scratch my back at this time and then we will see what we need to do. The company needs to desire to go up with the pps and sometimes the timing is not right so it is arbitrarily held down till the time is right. So there is more factors in my mind than mm's not saying that they are without blemish but many factors go into the making of a company
