No no no. The shares will start out restricted and stay that away until management tells the TA to release the legend.

Restrictive transfer legend means your shares will be marked as restricted and the TA won't allow you to sell it until it is removed. The ONYI/JMCP shareholders know all about this as we currently have restricted shares in ONYI sitting in our accounts that we can't do anything about.

Remember, those 900 million in shares are being issued directly from ONYI to USSE. Thus, the first person to touch them will be USSE shareholders, not the market.
