The qualifying language refers to "certain services", not all services. I believe Rocky or others can clarify this, but the as I understand it, the internet will utilize a frequency which is free to all, and thus no license is required, but licenses for the DECT services would be. Regarding the latter, Cofetel oversaw the testing of DECT in the pilot city, and one of the Peraltas is associated with Cofetel, and IMO, the Peraltas are fairly certain they will get the rights/licenses to needed frequencies for DECT.
