I finally tracked that proposal down and it is the one with blue horizon. It got tossed by Sacramento. If you read the proposal put forth by gtem/blue horizon you'll see why it got tossed.

Gtem doesn't have any chance with this rfp and is not being considered for it.

Remember that overlypromotional and hype statements from individuals and companies are illegal. If you feel investors are being "rooked" contact the SEC.
