My guess, based on what Steven said in the CC is that financing is already in the works at some stage.

Based on the fact that during the question and answer period he said that he was told that what he said in his original statement at the beginning of the CC was all he was allowed to say. (something to that regards.... I will have to listen again for an exact quote)

If it weren't in the works why would he have to stick to a prepared statement?
