Appendix D is titled "ABBREVIATED COMPREHENSIVE PAIN TREATMENT LIST." it doesn't "list alternative therapy for pain that should be available to a patient," whatever that's supposed to mean. It lists pain treatments and identifies whether they are covered by CMS or not, and if covered, whether it's National or Local coverage.
Actipatch is specifically listed in the first row of the table it's specifically identified as NOT being covered by CMS.
Maybe the "new HHS is very passionate in reforming the health care system" and maybe the new HHS is very passionate about furthering their political agenda. Regardless of where their "passions" lie, we're not talking about reform or the possible future coverage of the ActiPatch, we are talking about whether the ActiPatch is covered NOW, and this table specifically says that it is not.
